No, C = Cactus. Cactus is the C-series.
Citroen C = basic, cheaper cars (Cactus)
Peugeot = goes upmarket, near premium
DS = will be stand-alone, no Citroen in it's name, Premium

Citroen C = Skoda
Peugeot = VW
DS = Audi
It is a long road to make DS to compete against Audi but actually DS already has more upmarket interior than Audi... so you never know...
