I think it's got more to do with the images we've gotta chop. There's been some shockers, the angle's all wrong, or the car's covered in reflections, of the body just isn't great for photoshopping. There's also gotta be significant scope for improvement, and something decent to build off and build too (for example, a german sedan into a DTM car).
The once-you-post-your-pic-that's-it rule needs to go IMO, the threads are pretty-much dead and I think that affects the chop rate.
Also, perhaps it could be a good idea to work it backwards. Instead of giving people one pic to work with, give them a few options (say 3 donor images), and make a goal, like SuperGT or nascar or something.
Maybe push the site's spy shots theme; either make a car camo'd, or un-camo a car.
