Every country has its own gastronomy, and definitions change here and there. Here in Spain there is no such thing as perogies, it is the first time I hear about them. So definitely empanada, as in Galician empanada. The meat one, not the tuna one, if possible.
EDIT: I googled iit and perogies happen to be what here we call "empanadillas". And these i really prefer to empanada!
